Lucia's backstory - anyone else think it's connected to VC?

Alright hear me out, I've been rewatching the trailers like a billion times, and I'm starting to think Lucia's got some serious baggage. Not just the whole being-in-prison thing, but something deeper. The vibes I'm getting, especially with Vice City being the main location, is that her past might be tied to the city somehow. Like, maybe her family was involved in some serious stuff back in the day, or she got screwed over by someone powerful there. I mean, Rockstar usually doesn't just throw characters into these situations without a reason. And the whole Leonida setting just screams 'complicated history'. Plus, Jason seems like he's also got a past he's trying to outrun, so maybe they're both running from something connected to Vice City's underbelly. Imagine if they find out they have a shared enemy or something? That would be crazy. This is gonna be EPIC! What do you guys think? Am I reaching here, or is there something to this theory? I
